Circulation Area Policies

The University Library is open to all residents of Pueblo and Southeast Colorado. According to Colorado State Law C.R. 24-90-119 the name of the borrower of library materials cannot be released to anyone except with a court order. The following are policies for each category of borrower:

  1. Borrowing Categories
    1. CSU-Pueblo Undergraduate StudentsColorado State University - Pueblo
      1. Students with a valid student ID may check out an unlimited number of books and government documents for a three-week period and audiovisual materials for a one-week period from the University Library. They may also check out six (6) items for a three-week period from any of the four high school libraries in School District 60. Students are allowed a one-time phone renewal, online renewals, and additional renewals upon presentation of the materials at the Circulation desk. Library materials are subject to recall after ten (10) days.
      2. Students must use their own ID to check out materials and are responsible for any material checked out on their ID card. In the event an ID card is lost or stolen; the student must report this immediately to the Circulation staff. A staff member will place a block on the ID, so that no additional materials can be checked out on it and no fines charged against it.
    2. CSU-Pueblo Faculty, Administrative Staff, Classified Staff, and Graduate Students: Faculty, administrative staff, classified staff, and graduate students with proper identification may check out books for a semester with all items due the last day of finals. Government documents and materials from any of the four high school libraries in School District 60 may only be borrowed for a three-week period. Audiovisual materials may be borrowed for a one-week period. Materials requested by other patrons may be recalled after the normal borrowing period.
    3. Community Patrons and the Colorado Library Card [CLC]
      1. Community and Colorado Library Card (CLC) patrons are welcome to check out materials at the University Library. They may check out four (4) items with a valid driver’s license or four (4) items with a public library card. Books and government documents check out for a three- week period and audiovisual materials check out for one-week with renewal privileges. Library materials are subject to recall after ten (10) days.
      2. The Colorado Library Card (CLC) is a program that allows walk-in patrons to check out materials from any participating library in the state. In Pueblo, a public library card is also a (CLC) card. CSU-Pueblo students may use their official CSU-Pueblo ID card to check out library materials at all participating libraries in Colorado.
      3. The University Library also offers community patrons the option of purchasing a Library ID (LID) card for $1.00, which allows the patron to check out four (4) items. The LID card also offers a patron interlibrary loan privileges and computer and printing privileges when money is added to the card at either of the Card Value machines in the Library. To purchase an LID card the patron must fill out an application form at the circulation desk.
  2. Library Materials: Policy for Overdue and Lost Items
    1. Library patrons will be mailed four overdue notices, a final notice, a lost notice and a billing notice.
    2. Fines are 25 cents per day for each overdue book or government document. Once an item is two weeks overdue, the fines will begin accumulating and must be collected. If the overdue item is returned within the 2 week grace period, no fines will be owed, however if it is returned beyond the grace period the patron will be responsible for the entire amount of the fine accrued.
    3. Fines for audiovisual materials such as CDs, DVDs, and videocassettes are $5.00 for the first day overdue and $1.00 for each succeeding day, with no grace period.
    4. Reserve fines are $1.00 for the first hour and 50 cents for each succeeding hour. There is no maximum fine for reserve items. If a reserve item is overdue and it is the only copy available at the Circulation desk, the fine will be DOUBLED. Reserve fines are non-refundable.
    5. Faculty and staff are not charged daily fines, although they are required to pay for lost materials. NO patron is immune from audiovisual materials fines.
    6. Final overdue notices for all patrons are sent when an item is 60 days overdue. A lost notice is sent approximately 3 days after the final notice is sent. The billing notice is the last notice generated. The lost notice encumbers the patron with the CSU-Pueblo Accounting Office for the cost of replacing the item. If the charge has been paid for a lost item and the item is later returned within 60 days of payment, the money will be refunded or credited to the patron’s account at the Accounting Office, minus the overdue fine owed, which is computed based on the day the material is returned. Maximum overdue fines are $15.00 for books, $10.00 for government documents, and $35.00 for audiovisual materials. If the item is returned after 60 days, no refund will be given.
    7. Community patrons are assessed the same fines as students. Library privileges of community patrons are suspended until fines are paid and/or books returned.
    8. The patron who loses or irreparably damages a book will be given the choice of paying the lost book charge or ordering a new copy of the book and giving it to the library within sixty days of receipt of the missing book notice. The Collection Development Librarian will determine if the replacement item is sufficient. If a patron chooses the replacement option, they will be charged a $15 processing fee.
    9. The current lost book and damaged book charge is $75.00 or a current replacement cost as determined by the Collection Development Librarian. The Collection Development Librarian will select an acceptable replacement if a book is no longer in print. The replacement charge for each lost government document item is $20.00. The charge for lost or damaged audiovisual materials is the current library replacement cost, which will be determined by the Collection Development Librarian.
    10. Lost materials fees for Interlibrary Loan materials are addressed in the Interlibrary Loan policy, and vary according to the policies of the lending library which provided the item.
    11. Patron charges for lost items (including interlibrary loan materials) are automatically placed on accounts receivable at the CSU-Pueblo accounting office. Fines totaling $20.00 or more are also forwarded to accounts receivable. Once library fines are placed on accounts receivable, these fines can block class registration and graduation if they are not paid.
  3. Change Fund: The Circulation change fund is maintained for collecting library fines and for making change for the copy machine. Only Circulation employees on duty in the Circulation area are authorized to make change or collect a fine.
